| Presided over by a senior law professional, and made up of individuals experienced at the development of public policy in the US, the mission of the LPPS associates group is to offer a program for countries undergoing transition from a previous system, to one that is more compatible with democracy and a free market economy. |

Our experience has shown that a three fold approach is required to help make the dream of true democracy a reality.
1. Reorganize/retrain the police force so that it becomes a factor in facilitating change within the frame work of law and human rights.
2. Reorganize/retrain the military through a system that educates, restructures, modernizes.
3. Restructure the present system of public policy/law, especially at the municipal level, thus taking away a major cause of ethnic strife. |
